Two Connecticut lawmakers are proposing legislation for new tax incentives to boost development of fuel cells. The state is home to two of the largest manufacturers, Fuel Cell Energy and UTC Power in South Windsor. The technology has been used broadly around the state, and is beginning to find more commercial applications nationwide.

The Fraser Institute has completed its Global Petroleum survey to indentify the five best places for investments in oil and gas. They are Manitoba, North Dakota, Texas, Mississippi, and Oklahoma. The low geopolitical risk and the high rewards from new sources concentrated the top five of the global list in North America.

The EPA has raised biofuels targets for 2013. Refiners will be required to blend 1.3 billion gallons of biodiesel into traditional transportation fuel in 2013, up from 1 billion gallons this year. The advanced biofuels quota is part of the renewable fuel standard.
