Smelter Verification for Conflict Minerals, A Guide to Understanding the Facts

As required by the Dodd Frank Section 1502, The Department of Commerce has recently published a list of more than 400 sites of “all known conflict mineral processing facilities worldwide.”

However, the Commerce Department was unable to determine which of these refiners and smelters are contributing to the funding of militia groups in the Democratic Republic of the Congo or surrounding countries. They blamed their challenges on the difficulty of tracking down artisanal miners in Eastern Congo that are producing small amounts of minerals that are difficult to trace and also locating the guerilla smelting operations that have makeshift smelters produce minerals that are then shipped overseas.

The inconclusive report reflects similar issues that publically traded companies faced during their conflict minerals  reporting in their supply chain. There is clearly a need for more smelter data for industries to properly verify all smelter sources in their supply chain for reporting year 2015.
